What possible solutions are there to stop the problems with Mindanao?

Aside from making them an independent state, having peace talks, what solutions could there be? I can't think of anything. Killing them is not a solution because it's bad and they might kill back more. :( Please help me. Thank you very much! God bless you and take care!
